If no missions are refused, does it then become necessary to bounce from faction to faction doing mission for all 4 races to preserve your standings? Do I just refuse any mission that are faction related accepting only pirate (Serpentis, Gurista, etc.) type?
I have run a pile of mission for CPF and Viziam then found that I couldn't access my Gallente agents until I was able to get a level one storyline mission from the Minmatar, which boosted my faction standing back over -2.0. Being Gallente to begin with, it would seem to me to be a real accomplishment of inattention and a lack of understanding of the game mechanic. That is the genesis of this post.

Each faction has a mmaximum negative faction with it's opposing factions; you can see what that is by getting info on the faction, then looking at the Standings tab.
For example, the Gallente have a -5 standing with the Caldari; therefore, if you do missions for Caldari that DO NOT INVOLVE KILLING GALLENTE TARGETS, the maximum your standing with Gallente will drop to is -5. If you take missions that involve killing Gallente, your standing will drop further.
So yes, iuf you want to keep your standings positive towards all factions you need to bounce around a bit, doing missions for pretty much all factions, and grinding up with at least one corp of each faction. Remember, it's the higher of FACTION or CORPORATE standing that determines what level of mission you can run.
TBH, given that pretty much all race's equipment is available anywhere in highsec, the only thing negative faction really does to you is limit your use of trade hubs. I say limit as faction police, unlike CONCORD, are tankable in the right ships - most of the "right ships" though have limited cargo. You won't be using indys in hostile space...
Given the above, most people don't bother keeping all factions positive. Nota Bene: Because of faction mechanics, if you try to keep all factions positive and work 'em all regularly, the MAXIMUM positive faction with each you can have is 6.8 - that's the balancing point. If you don't care, you can have +10 with two (on the same side) and be at -5 with the others - in highsec, it won't make a difference. In W-space or losec, it might though - depending on whose space you're near :)
